This tutorial was written for those who have a working knowledge of PSP.
Any similarity to another tutorial is purely coincidental.

FTU Butterfly Scrap Kit from Jenny's Wonderland found here
Tube of choice I am using the artwork of Lix found here and you need a license to use this tube
Mask of choice I am using mask WSL 4 found here
Font of choice I am using MA Sexy
Add Drop Shadow as you go with your settings at 2, 2, 65, 15
Let's Begin!
Open up a new image, I like to use a tagger size of 500 x 500
Flood fill white
Open up paper 2 resize to 500 x500 and right click copy, and then right click paste as new layer.  Then add your mask, duplicate your mask.
Then open up the flower glitter, then using your free hand tool on the setting, free hand, circle around the yellow flower then right click copy and then right click paste as new layer. Place where I have mine, see above. Then open the glitter flowers again and again using the free hand tool circle around the pink flower and right click copy, and then right click paste as new layer and place where I have mine, see above.

Then open up frame 4 and resize to 500 x 500 then right click copy, then right click paste as new layer, then you can resize your frame again if you want. Then open up paper 4 and resize to 500 x 500 and then right click copy and then right click paste as new layer, then using your magic wand click inside the frame and then go to Selections-Modify-Expand by 8 and then click on the paper layer on your layers palette, and then go to Selections-Invert then hit delete on your keyboard. Then Deselect. The paper should now be inside the frame.

Now open up your tube of choice and right click copy then right click paste add as new layer. Then duplicate the tube, place one tube below the frame on your layers palette and one tube above the frame. Then click the frame layer on your layers palette and using your magic wand click inside the frame and then go to Selections-Modify-Expand by 8 and then click on the bottom tube layer on the layers palette and then go to Selections-Invert- hit delete on your keyboard. Deselect. Then click on the top tube on the layers palette and using your eraser, erase parts of the tube sticking out on the bottom of the frame.

Now this is where you can add any elements you want making sure you copy and paste each one as a new layer.
Add your name and copyright info
and you are done!
