Plug-in Xero-Porcelain found here
Font of choice I am using Angelo DB
Add Drop Shadow as you go with your settings at 2, 2, 65, 15

Let's Begin!

Open up a new image I like to use a tagger size of 460 x 460
Flood fill white
With your Ellipse tool, foreground and stroke open and background and fill closed, draw out a circle, doesn't matter the color of the stroke because we will change it later, but have your width set at 11.9 Okay so now go to Selections-Select All-Float-Defloat, then open up paper 7 and right click copy, right click paste as new layer and place above the circle, then on that same paper layer, go to Selections-Invert-hit delete on your keyboard, then deselect. Your circle should be the color of the paper you selected.

Okay so now using your magic wand click inside the circle then go to Selections-Modify-Expand by 5, then open up paper 1 and then right click copy, right click paste as new layer under circle, then on that same paper layer go to Selections-Invert-Hit delete on your keyboard-Deselect

Now open the tube from my Supplies and right click copy, right click paste as new layer, duplicate your tube, place one tube below the circle frame and one above it. Now on your circle frame layer click inside it with your magic wand then go to Selections-Modify-Expand by 5, then highlight the tube layer that is below the frame and go to Selections-Invert-Hit Delete on your keyboard-Deselect. Now on the tube layer that is above the circle frame using your eraser erase the bottom part of the tube that is sticking out of the frame. Now go to Effects-L=Plug-ins-Xero-Porcelain and have these settings

Now add any other elements you want on your tag making sure you copy and paste each one as a new layer.

Now add paper 7 and then add your mask, invert your mask
Add your name and copyright info

Follow below to the rest of the tut if you want to animate
:Animation Shop:
Open up rainbow sparkles animation and notice there are
36 frames. Select all frame by holding the control key +A, minimize for now

Now go back to PSP and right click copy merged and paste in AS as new animation. Right click copy the first frame then right click paste after current frame, repeat that for a total of 36 frames. Highlight all frames, minimize for now

Now maximize the sparkle animation you just minimized and making sure that all frames are still highlighted, right click copy then on your tag, right click paste into Selection, move the animation where you want it.
View animation!
