My Supplies here
Let's Begin!
Open up a new image I like to use a tagger size of 460 x 460
Flood fill white
Okay so open up element 37, right click, copy and paste as new layer. Turn sideways and resize if you'd like. With your magic wand click inside the frame and then go to Selections-Modify-Expand by 5, then open up paper element 44, right click, copy and paste as new layer, and place below the frame. Then go to Selections-Invert-Delete-Selections-Select None.
Now using your magic wand again click inside the frame once more and then go to Selections-Modify-Expand by 5, then Open up your tube and right click, copy and paste as new layer, duplicate and place the duplicate above the frame, place the other tube under the frame, then highlight your tube that is under the frame, and go to Selections-Invert-Delete-Selections-Select None. then highlight your tube that is above the frame and erase the bottom parts of her legs that are sticking out above the frame.

Open up element 51, and right click copy and paste as new layer. Then open up your tube once more, right click and copy and paste as new layer above the paper. Then resize so just her upper body is on the paper, then change the blend mode to Luminance.

Add any other elements you want from the kit, making sure you copy and paste each as a new layer.
Now for the "WANTED" text, I made a rectangle frame to put under it. I used the rectangle tool, I used this color #e3cfbf, and just draw out a rectangle.

Then open up paper element 47, and right click copy and paste as new layer and place above the white raster layer. Then go to Layers-Load/Save Mask-Load mask from disk, find the mask you want and then click load. Then go to Layers again and invert your mask.

Then add your name and copyright info. And you are done. If you want to animate your tag please follow down to the rest of the tut!

:Animation Shop:
Back in PSP right click your tag,  copy merged and paste in AS as new animation, then go back to PSP and open up the "shot" from my supplies, and place it on the tip of the gun. then right click copy merged and paste in AS after current frame. Then go back to PSP and using your Smudge Brush and with your settings set like this:
Using your smudge brush, smudge on the right side of her mouth smudging towards the left of her mouth, then when you are satisfied, right click, copy merged and paste into AS after current frame. Then copy your first frame, and paste after your current frame, so your first frame should also be your 4th frame, then paste after current frame again, and you should now have 5 frames, then copy and paste 2 more times for a total of 7 frames. Select frames 3 through 7 by holding down the control key as you click each frame.

Open up the smoke animation from my supplies, and you will see there are 5 frames. Select All frames, and right click copy and and right click paste into animation and place it on frames 3 through 7, on the tip of the gun.

Now on your 1st frame right click, change frame properties to 100
2nd frame change frame properties to 10
3rd frame change frame properties to 45
4th frame through 7 frames change frame properties to 35
View animation!
