Thanks Jo!
Tube of Choice I am using the Pinup Toons and you need a license to use his work found here

Font of choice I am using AL Sandra
Add Drop Shadow as you go with your settings at 2, 2, 65, 15

Let's Begin!
Open up a new image any size you like. You can start with 700x700 and resize when you are done.
Flood fill white
Open up frame 1 and right click, copy and paste as new layer, then go to Adjust-Add/Remove Noise-Add Noise- Settings set at: Gaussian checked, 70%, and monochrome checked. Then with your magic wand click inside the frame and then go to Selections-Modify-Expand by 5, then open up paper 5 and right click copy and paste as new layer under the frame, then go to Selections-Invert-Delete-Deselect.
Open up your tube and right click, copy and paste as new layer and place above your paper
Duplicate your tube and close off the original.
Now using your Push Brush, and your settings set :
Shape: circle, Size: 5, Hardness: 47, Step: 10, Density: 100, Thickness: 100, Rotation: 0
Move your brush along her eyelids, pushing the color over her eyes giving it a look as if her eyes are closing.
Add any elements you want just make sure you copy and paste each element as a new layer.
Open up the edge overlay 4, and right click, copy and paste as new layer, move it to the right under the frame but above your tube, duplicate and mirror, rotate so the curvy side is facing the other overlay, making like a curtain.
Then open up the diamond shower element and right click, copy and paste as new layer and place above the overlays.
Open up paper 5 and add your mask, invert your mask
Add your name and copyright info
:Animation Shop:
Back in PSP right click, copy merged and paste as new animation in animation shop.
Then go back to PSP and move the diamond curtain up using the pick tool, right click copy merged and paste into animation shop after current frame, repeat this process til you have 4 frames.
Then when the curtain is all the way up, or basically off the tag and all you see is the purple overlays, right click, copy merged and paste after current frame in animation shop, now you will have 5 frames,
Then go back to PSP, and move the right overlay over to the right, and do the same with the left side overlay, using your pick tool, just slide each side over a little bit, you will start to see your tube under the overlays, then right click, copy merged and paste into animation shop after current frame. Repeat this process, I had about 5 frames of the curtain moving back, and with a total of 10 frames,
then when you have just your tube showing in PSP, right click copy merged and paste in animation shop after current frame, now you will have a total of 11 frames.
Then go back to PSP and close off your original tube and open up your duplicate tube and right click copy merged and paste into animation shop after current frame, giving you a total of 12 frames.

Then go back and copy and paste each frame 6-10, going backwards as if the curtain is closing, you should have a total of 19 frames. Now in animation shop go to Animation-Frame Properties- and have your frames set at these:
Frames 1-4 set at 20
Frames 5-10  set at 15
Frame 11 set at 126
Frame 12 set at 25
Frame 13 set at 200
Frames 14-18 set at 15
Frame 19 set at 200
View animation and you are done!

Here is another tag I made with the same kit but not animated
